The neon sampler is matte and the colors are true to the picture provided and what you would expect from a Cricut product. It can be used on cardstock paper, and it looks great. The iron on vinyl should be cold peeled and not hot. One user suggested that it may be better to buy a roll of vinyl instead of sheets to have more product.
